Abstrak Upgrading strategic of working performance for employees in Dinas Pendapatan in regional autonomy implementation created to be best solution for our nation these days in overcoming many problems such as inequality income in many region, or unfair distribution from central government to many regional areas. Regional income problem in DISPENDA at regional autonomy implementation in Malang until today still require different overview in many sides of it so fundamental problem underneath that tends to be blocker can be found when upgrading working performance in regional autonomy implementation. In accordance with research purposes, the writer used descriptive qualitative type with SWOT analysis method for describing an event existed today, use to search any supportive factors and in supportive factors in working performance of DISPENDA employees related to strength and weaknesses in internal environment also chance and threat in external environment when implementing regional autonomy policy. There are factors affecting working performance come from internal environment consisting of individual factor and work situation. When there is an absence of problem in those two factors, strategy arrange by the corporate( Dinas Pendapatan ) will working as a plan. Supportive factors that exist in the internal environment are equal distribution of job desk from up to bottom employee and adequate facilities in the office. In supportive factor in internal environment is formal education level of employees are dominated by Senior High School. Supportive factor of external environment is regional government program namely as a job vacancy opening in micro, small, and intermediate sectors, accelerating target of E-government in Indonesia and upgrading competitive edge of industries. In supportive factor of external environment are regional government authority also public opinion of the public service that they are perform.
